CIVITAS Inspiration on Public Transport: Preparedness for future shocks and disruptions with climate-resilient systems
This brief focuses on how European cities can strengthen preparedness for future shocks and disruptions by building climate-resilient public transport systems. It starts from the premise that public transport is the backbone of urban mobility, yet climate change is increasing the frequency and intensity of extreme weather events that can disrupt networks and endanger passengers. It highlights a range of climate-related shocks that already affect cities, including pluvial, fluvial and coastal flooding, as well as heatwaves. These events can cause infrastructure failures that interrupt service and create hazardous conditions, with direct implications for passenger safety and health.
A recurring concern is heat. More urban residents are regularly exposed to heatwaves, worsened by climate change and the urban heat island effect. It stresses that these conditions pose serious health risks, especially for vulnerable groups such as older people, who are also more likely to depend on public transport. In response, it points to the increasing importance of heat-resilient measures such as improved shading at bus and tram stops and cooling of underground metro stations. It also notes that climate conditions can influence travel behaviour and may increase demand for public transport during extreme heat, when active modes become impractical or unsafe.
The brief defines resilience as more than robust infrastructure: a resilient network should maintain or rapidly restore essential mobility during a crisis, while also anticipating future risks and adapting assets to evolving climate conditions. Some best practices are presented on how EU cities are tackling these issues, including Mannheim’s heat adaptation actions (e.g., green tracks and green stops and flexible on‑demand/shared services), Paris’ Heatwave Resilience Plan for the 2024 Olympic and Paralympic Games, Copenhagen’s metro flood‑adaptation strategy embedded in planning/design, and Vienna’s “greened bus stops” (shown to be 1–1.5°C cooler than conventional stops).
Key Recommendations
The brief draws several recommendations for strengthening climate resilience in public transport, based on research lessons and city examples:
- Develop and adopt resilience indicators (KPIs). Establish standardised indicators to assess climate risks, prioritise investment and track progress over time. Copenhagen’s metro strategy of embedding adaptation into the planning and “dimensioning phases” and updating designs as climate projections change is presented as a strong illustration of this principle.
- Invest in high‑quality, multi‑purpose infrastructure and maintenance. Resilient infrastructure must be well‑designed, well‑built and well‑maintained, supported by predictable funding across levels of government. Cost‑effectiveness improves when investments serve multiple objectives. Measures like Vienna’s “green islands” on bus shelters (microclimate, comfort, biodiversity) and Mannheim’s green tracks/stops show how adaptation can deliver broader co‑benefits.
- Strengthen multi‑level governance and coordination. The brief calls for governance frameworks with clear responsibilities and action timelines, and close cooperation between cities, transport operators, emergency services, national governments and EU institutions to ensure coordinated response during climate emergencies. Paris’ Heatwave Resilience Plan is presented as a multi‑actor strategy developed in partnership with the Paris 2024 organising committee and stakeholders.
