VRN Guide to Shared Mobility

The guidance framework outlined in the document focuses on enhancing the integration and operational efficiency of shared mobility services within urban transport systems. This framework is designed to facilitate the integration of various shared mobility options—such as car-sharing, bike-sharing, and ride-hailing—with existing public transportation infrastructure. Guidance principles


  • Sustainability: A core principle of the framework is to promote environmental sustainability. This involves encouraging the use of shared mobility solutions that reduce the need for private car ownership and contribute to lowering greenhouse gas emissions. By prioritizing eco-friendly transportation options, the framework aims to support broader environmental goals and combat urban air pollution. 
  • Integration: Seamless integration of shared mobility services with existing public transport systems is essential. The framework advocates for a transport network where shared mobility options such as bike-sharing and ride-hailing complement traditional public transport services like buses and trains. This integration ensures a more comprehensive and accessible transport solution for users. 
  • Accessibility: Ensuring that shared mobility services are accessible to all segments of the population is crucial. The framework supports inclusive planning to accommodate diverse needs, including those of individuals with disabilities, economically disadvantaged groups, and residents in underserved areas. Accessibility enhances the equity and effectiveness of shared mobility solutions. 
  • Data-Driven Decision Making: The framework underscores the importance of using data to inform decisions. Collecting and analyzing data on user behaviour, demand patterns, and service performance enables continuous improvement. Data-driven insights help optimize service delivery and enhance the overall user experience. 
  • Stakeholder Collaboration: Effective implementation requires collaboration among various stakeholders, including city planners, transport operators, technology providers, and community members. The framework promotes a collaborative approach to align goals, share resources, and address challenges collectively.

Guidance recommendations


  • Policy Development: Develop and implement policies that facilitate the integration of shared mobility services with existing transport networks. These policies should set standards for service quality, data sharing, and environmental impact, ensuring a coordinated approach to transport planning.
  • Infrastructure Investment: Invest in the necessary infrastructure to support shared mobility services. This includes creating dedicated parking spaces, improving bike lanes, and developing digital platforms for managing and accessing services.
  • Public Awareness Campaigns: Launch campaigns to raise awareness about the benefits and availability of shared mobility options. Educating the public can increase adoption rates and inform citizens about the environmental and economic advantages of these services.
